Since 2007, the City of Glendale has a pre-existing contract with ICE to temporarily house ICE detainees at the Glendale Police Department Jail Facility, which is in full compliance with California Senate Bill 54 (SB54).

By policy, law, and practice, the Glendale Police Department does not engage in immigration enforcement.
Police Chief Manny Cid addressed state law on January 7, 2025, reaffirming that the department’s role is to protect public safety—not to enforce federal immigration laws—and that it operates in full compliance with California Senate Bill 54 (SB54).
The federal government has the exclusive authority to enforce the civil provisions of federal immigration law, including matters of admission, exclusion, and deportation. While current law allows federal authorities to request local assistance, local agencies are not required to participate in federal immigration enforcement efforts.
Glendale Police officers do not have the authority nor the responsibility to incarcerate or detain individuals solely based on immigration status. Their fundamental duties are based on public safety—serving the community while focusing efforts on crime prevention and law enforcement.

In 2017, this issue was previously discussed at a City Council meeting. As a result, a staff report was prepared by the Glendale Police Department and reaffirmed by the City Council. On January 7, 2025, the Glendale City Council revisited the discussion, affirming the previous decision and standing.
